Theory of the resources and it's application to the so called Tatar-mongol issue.

Brief statement of the clause of the author exposed in Internet on [096].

As is known, the resources as such occur there, where there is rather plenty of the superfluous product. And however, we shall begin not from it, and we shall begin that we shall consider economic mutual relation of the people on economic beginning of the mankind, when is even urgent there was the issue of the survival. That's why we shall begin from something that fundamental, though also banal.

If a certain set of the people (for concrecy, community), for the life on that or other site of the ground from a nature received so many that on a survival to it sufficed, it happily continues the existence on the given site of the ground, in the given territory. Let's name such community as settled (it not there is an opening(invention), and as a rule, such communities really refer to as settled).

If suddenly in this situation of the given product to it for life does not suffice, it leaves initial territory and begins to search for another. And, as a rule, given set of the people (the given community) refers to as nomadic (here at once one note. As the author had an impression at study of the various sources, very much frequently by word "nomadic" designated not however group of the people, which constantly lived in steppe, however of the newcomers. The group of the people can be and not connected to the people as a whole. If is going about group of the people which have been not connected to the people, the situation as a whole varies, and if is not present - that the statements made in clause, completely are valid).

If suddenly for any reasons in the given situation both communities (both nomadic, and settled) begin to receive some additional products, settled can it direct on accumulation, and here nomadic hardly, for it needs to fill shortage of the products for an own survival.

So, the superfluous products, collecting, form resources. Such process easily we shall present for settled of the communities and uneasily we shall present for nomadic.

Now theoretically we shall consider some other issue: the issue (theory) conquerian of the campaigns.

Conquerian campaigns (war) it is possible in process of the reduction of the number of the participants from both parties to consider in lesser and littleer scale, while in general business to not become simpler up to the elementary hostile relations, which are embodied in the elementary skirmishes (fight) of the type one on one. It is obvious, that for burst out of the similar skirmishes of the special resources it is not necessary, but... Such skirmishes, that is clear, hardly can have broad scale importance. And, generally, the larger campaign, the more time it's necessary on its preparation. Again, issue of the same resources.

In a basis anyone conquerian of the campaign lays realizations of the instinct strong. That is stronger wishes to gain top above weaker, finds for this purpose an occasion etc. Strong feels or reflex of the self-statement and suppression weak, or requirement to select at weak that he considers not quite lawful to him belonging (display of the reflex of the greed and profit, or it is simple of the reflex of the superiority).

As to little skirmishes, here it is quite enough of the display of such reflexes. But here concerns organization of the military campaign with more broad scale, in this case would not do without the certain cycle of the preliminary expenses, which send on the weapon, ammunition, foodstuffs, equipment, vehicles etc. That is the resource would be necessary, which place would be more probable at the peoples not settled, but nomadic.

That is why at the beginning of the discussion: who whom has won: nomadic the peoples settled or settled nomadic, the preference would be more correct to give back to the first case. That, at is global-historical sight, would do the improbable fact successful conquerian of the campaigns Arabian and Mongolian nomadians, coming of the deserted and hungry places.

Source of the conquerian campaigns and military battles frequently easily we predict beforehand. At whom the weapon is better, that and will win. Here all clearly is simple and clearly. Spear from metal tips it is better, than oak cudgel. The bow is shooting far, is better than an bow shooting close. It is first stage of the creation technologically of the advanced state (others us do not interest), so-called stage of the creation of the local center of the gain, or local state. Such expression can sound a little non-standardly, but we are compelled to distinguish in the reasoning of the state local from the states global, or empires, or macrokingdoms, either superstates, or superstates.

It is very interesting to notice, that in America of the words state is applied after the relation to such state formation, which we on Russian translate as "gosudarstwo". That the word super state is characteristic, quite simple for the Americans to which the Americans describe all United States of the America, the translators on Russian are compelled to translate as the state, or superstate ("swerhderzhawa"), and last variant of the translation the translators on Russian hesitate, probably, because of the certain internal incorporated in it pathosity. Meanwhile, pathosity in it is no more, rather than of the logic: in another way state with the status state would be nondiffrentable from association of these states (super state).

It is not less interesting to notice concerning Germany, that in German language the word Stadt means city, and phonetical very sounding very close Staat - state. The truth, earlier Germen named the state as a word Reich, but now they use it more seldom. Probably, everyone of the Staat is Reich.

From a theme slightly have distracted, we continue. So, after creation certain local technologically of the advanced state there is a certain process of the knowledge of the external world, research necessary, and in due course, most favourable ways of the dialogue with the external world. Gradually those or other points of the globe begin to be learnt and to be characterized as most strategically interesting, and in due course struggle begins for them. And after successful end of the certain stage of the struggle for one of them already there comes qualitatively new stage in life - stage of the creation of macrokingdom, or empire.

If to pass to a theme of our narration, the technological history of the mankind completely precisely will specify the centres of the first processing of the metals, and physical and economic geography - on strategically most important points of the globe. Economic geography to us simply we shall specify on a mouth of the various rivers, places of the joints of the continents, ports.

And what the technological history of the mankind speaks? If not to pay attention on not very suitable for the weapon lead and copper (both it is heavy, and quickly are erased), we will be interested with one: the centres of the ferrous metallurgy, that is those places, where a beginning to be processed iron. It is possible still to speak about Anfara river and Altay metallurgical centres. The book author about it would not like to write much: the climatic conditions, softly speaking, for development of the civilization as a whole, and metallurgy there were not always best. (It is possible to speak in more detail on items: whence ore, whence coal, whence fire, whence underbreathing (ash-piting, as to dictionary - WP), but not here).

If to return to given in section about the Chinese annals to the promise about an Evaluation of the information, given in the Chinese sources, about a gain of the China on the part of the nearby deserted steppes, here we shall tell, that because of the not of the largest density of the population present Mongolia hardly could serve the country - source of the gain.
